The May revenue forecast has been released for this year's legislative session, giving lawmakers the numbers they will use to finalize our state budget for the next two years. The outlook is bleak, coming in $755 million lower than expected–which is why it’s more important than ever to advocate for investments that build stronger, more resilient communities.

Speak up today to let legislators know how crucially important it is to prioritize climate justice this (and every) legislative session! 

Key programs at risk without renewed investment include:

  • Rental and community heat pump programs that lower bills and protect people from extreme weather 

  • Community Resilience Hubs that prepare and serve communities during extreme events 

  • One-stop-shop resources to help families find and afford clean, efficient home upgrades

New programs that are critical for climate resilience include:

  • Creating an eelgrass task force to monitor and conserve an essential coastal resilience resource 

  • A transportation system that puts Oregonians first and serves rural people and our most vulnerable communities

With your leadership, we’ve passed legislation that helps Oregon families to access more affordable, cleaner energy sources, better prepare for and respond to extreme weather, and breathe cleaner, safer air. But we still have work to do, and these programs need your continued support or we risk an enormous backslide. 

Programs like heat pump assistance for renters and community resilience hubs are lowering energy bills, creating jobs, and protecting people from deadly weather events. These programs are working — but they need your support and sustained funding to keep delivering for Oregonians.

Please prioritize needed investments to keep these popular, high-impact programs running, including:

  • SB 5518: Rental and community heat pump programs 

  • HB 3170: Community Resilience Hubs 

  • HB 3081: One-Stop Shop 2.0

Support these new programs to make our communities more resilient to increasing climate impacts: 

  • HB 3580: Establishes the Task Force on Eelgrass Resources

  • Invest in a transportation framework that puts Oregonians first by expanding rural public transit, making our streets safer for people walking and biking, and ensuring equitable funding

With climate impacts worsening and federal funding on the chopping block, Oregon’s leadership has never been more important. Please prioritize a state budget that protects our climate and our communities rather than adding to the chaos and uncertainty that many in our State are feeling.

Energy affordability and extreme weather preparedness are crucial issues impacting every Oregonian. Already this month we’ve had record-breaking heatwaves and the summer forecast is dangerously hot and dry.

I’m grateful that the legislature passed the POWER Act (HB 3546) - this is a one step toward energy affordability. Now, there is still more to do. With temperatures rising as we head into summer, we need you to vote in favor of the full Energy Affordability Package, including:

  • Full Funding for Climate Resilience to reinvest in three programs:

1. Rental Home Heat Pump Program (OR Dept. of Energy), $30m

2. Community Heat Pump Deployment Program (ODOE), $15m

3. Community Resilience Hubs (Office of Resilience & Emergency Management), $10m - (House Bill 3170)

  • Fairness & Affordability in Residential (FAIR) Energy (ratemaking reform to favor consumers) - House Bill 3179

  • Get the Junk Out of Rates (stop utilities from charging certain expenses like lobbying, advertising, and association fees to customers) - Senate Bill 88

  • Performance Based Ratemaking (modernizing how utilities profit by incentivizing performance over infrastructure investment) - Senate Bill 688

  • Oregon Energy Assistance Program (helps low income Oregonians pay utility bills and avoid shutoffs) - HB 3792

  • One Stop Shop 2.0 (energy efficiency incentive navigation) - House Bill 3081

Only with the passage of this complete package can we protect Oregonians from skyrocketing utility bills and extreme weather events.
